AS/NZS 4801:2001 specifies the requirements for an OHS management system, enabling an organisation to implement an OHS policy and objectives. Organisations are encouraged to consider legislative requirements.
Top management must authorise an OHS Policy, that communicates its overall OHS objectives and commits to improving OHS performance.
The organisation needs to establish, implement and maintain procedures to identify hazards, risks and legal or contractual requirements so that it can plan to achieve its intended objectives and targets.
Top management must appoint a management representative responsible for the OHS management system, including the allocation of human resources, specialised skills, technology and financial resources. The Standard specifies the need to consult with employees regarding OHS issues or proposed changes.
Measurement and Evaluation
The organisation must monitor the performance of the OHS management system to ensure it is effective and remains compliant. For any non-conformances, the organisation must conduct an incident investigation and perform corrective and preventive actions. An audit program is critical to measuring and evaluating the OHS management system.
Top management are critical in the success of the OHS management system and should conduct regular management reviews to ensure its continuing suitability, adequacy and effectiveness. Management need to maintain the relevance of the OHS policy and objectives, as well as commit to continual improvement.
